<p>Sri Lanka President Mahinda Rajapaksa on Tuesday conceded to
formulate a new constitution and strengthen the fight against
corruption.
</p><p>Launching his election manifesto, Rajapaksa, who is seeking a
third term in power, recapped extensive infrastructure development
carried out during his second term. "When I came into power only 60
percent of people had power, now it's about 97 percent. There are new
airports, highways, railroads, ports and airports. No one can point a
finger at me and say I have done nothing", he said. </p><p>However, the feather in Rajapaksa's cap is ending a three decade
war with the Liberation Tamil Tigers of Eelam in 2009 during his first
term in power. </p>
