Submission to Theme Committee One Block Two: Sovereignty of the State and Equality

Submission by ANC concerning participation and national unity. The submission deals with issues regarding provincial governments, local governments and equality. It is argued that the government should be as close to the people as possible, but balkanisation and fragmentation of the country must at the same time be avoided.
