Submission regarding Provincial and Local Government Systems

Based on the views of the Commission on Provincial Government (CPG), the concept of housing is not defined in the interim Constitution, it may be concluded that the national and provincial governments are themselves to give content to the concept and determine to which level of government the various State functions implicit should be allocated. This might be done in cooperation with or independently of one another. It may also be done by the passing of laws or by convention or agreement.
