Submission by ANC to Theme Committee 2 Phase 2 & 3: The Senate

Submission by ANC regarding the Senate. The ANC suggests that the role and function of the Senate need reconsideration to contribute to a more co-operative framework of provincial and national governance. The ANC proposes a new vision and a new framework for provincial governance, called “co-operative governance”. It is proposed that provinces should become an important component of central government and national policy making itself. It is argued that the current framework promotes tensions between region and region, and between regions an central parliament. The Senate should be the main player in the relationship between national and provincial levels of government. The document presents proposals for the functions of the Senate, the composition of the Senate, etc.
