Recommendations of Commission on Provincial (CPG) regarding Local Government

This document displays the recommendations of CPG in regards to the proposed constitution provisions on the local government. The opinions of CPG on the Clauses of 163-168 can be found in this document. In general, the CPG recommends that provinces should institute provincial negotiating forums, comprising representatives of the province and its local governments, to make recommendations on allocations to each local government. It would be virtually impossible for one central body such as the Financial and Fiscal Commission to deal with the detail of distribution among local authorities.
