The Process of Drafting a New Constitution - Submission by the Democratic Party

This submission (1994) by the Democratic Party (DP) should be read in the context of the "Process and Framework for the drafting of the new Constitutional Text" agreed to by the Constitutional Assembly on 5 September 1994. The submission deals with the process of drafting the new constitution and presents a timetable for the process. It is argued that the public needs to be involved at all phases in the process. A memorandum with proposals on public participation in the constitution-making process is included in the document. It is for example proposed that it may be necessary to hold a referendum on a few specific questions.
