Preliminary Recommendations of Commission on Provincial Government on Provincial Finance and Fiscal Affairs

This document displays discussions and detailed opinions of Commission on Provincial Government (CPG) on finance and fiscal affairs. According to CPG, the new Constitution needs to contain general provisions which will determine how a provincial government may acquire the revenue (taxes, allocations, loans and other income) required for its activities; the methods by which revenues may be appropriated for expenditure; and mechanisms to ensure the proper accounting for such collection and expenditure of revenue. Moreover, provisions in regards to local government financing (especially in so far as it involves allocations from national revenue), also interpreted as a necessity to be included in the new Constitution based on their views.
