Preliminary Recommendations of the Commission on Provincial Government (CPG) on Intergovernmental Arrangements

This document displays the recommendations of the Commission on Provincial Government CPG on intergovernmental arrangements. It includes the constitutional principles that will influence the nature of intergovernmental relations under a new Constitution and their comments on these. According to CPG, the need to develop an effective system of intergovernmental relations for South Africa is obvious and such relations can be broadly classified as addressing three categories of activity, namely legislative activities, executive activities, administrative activities. Relations in respect to these activities and provisions of the interim constitution relating to intergovernmental relations can be found in the document.
