Notice of Objection in Terms of Rule 15(4) and Direction of the Directions Issued by the President of the Constitutional Court on 13 May 1996

Submission by Carel Ockert du Preez, Head of the Department of Housing, Local Government and Planning, objecting to the certification of the new Constitution of the Republic of South Africa. The objection refers to that the new constitutional text provides for legislative powers of provinces, with regard to Local Government, which are substantially less than those provided for in the Interim Constitution.
