In Peru, lawmakers vote to begin impeachment proceedings against president for a second time

Peru’s Congress [...] voted to begin impeachment proceedings against President Pedro Castillo. The move comes just three months after a previous attempt by Congress to impeach him failed.  [...] The impeachment efforts are led by right-wing opponents in Congress, including the party of Keiko Fujimori, the daughter of jailed former president Alberto Fujimori. Ms. Fujimori lost the presidential elections to Mr. Castillo in July of last year. In 2000, Peru’s Congress deemed Mr. Fujimori morally unfit for office and he was sentenced to prison in 2009 for human rights abuses and corruption. [...] Some legal experts have raised concerns in recent years about how the clause allowing Congress to dismiss a president for moral incapacity is being manipulated as a political weapon that’s destabilizing the relationship between the executive and legislative branches of government.
