The Myanmar Constitution Academy is a free, self-guided, intensive online course on the fundamentals of democratic constitutionalism. The course is aimed at giving participants an introduction to key constitutional principles and comparative practice in terms of both constitution building processes and constitutional design. The course integrates the expertise of leading international experts in the fields of comparative constitutional law, and the history and development of constitutional law in Myanmar. The course focuses on the role of constitution-building in conflict and post-conflict or transitional settings, and in diverse or multi-ethnic countries, and covers constitutional issues directly relevant to the Myanmar context. 

The Constitution Academy is structured in six thematic modules:

1. The fundamentals of democratic constitutions
2. Fundamental constitutional design choices
3. Interim governance arrangements
4. 
Federalism
5. 
Security sector reform
6. Rights and the judiciary

Each self-guided module consists of pre-recorded video presentations from international experts, optional background reading materials, and quizzes to test participants’ understanding of key concepts. All materials are available in both Burmese and English languages.

The estimated time to complete each module is five hours (not including optional background readings). Participants who go through all modules and pass all quizzes will receive a certificate of completion.

What is the Myanmar Constitution Academy guided course? 

The guided course consists of self-learning modules and online live sessions with constitutional experts. The Myanmar Constitution Academy is an intensive online course on the fundamentals of democratic constitutionalism. International IDEA will organize the second guided batch in 2023 as per the timeline below. This batch will take six weeks.

What are the requirements?

Selected participants are required to complete self-learning units of each module (on the TalentLMS platform) and to participate in weekly live sessions (on zoom). The estimated time to complete each module is seven hours including live sessions.
