Who Says Consultations Did Not Take Place?

This document, from the newspaper "The New Vision", responds to the claims of "The Star" that Constitutional Commissioners deny that consultation took place during the preparation of the 1962 Constitution.  It states that this claim is false, and discusses this issue.
