Verbatim Report of Plenary Proceedings: Presentation of Report on Defence and National Security, and Leadership and Intergrity

This report documents discussions on the presentation of chapters 15 and 16 of the Report. The first focuses on defence and national security while the second focuses on leadership and intergrity. The chapter on defence and national secuity looks at the role and functions of elements of the security sector. This include the Army, Navy, Airforce, Police Force, etc. The chapter on leadership and intergrity looks at issues such as ethics and corruption in the public sector. The presentation proposes different mechanisms for oversight and control of this that should be studied by the national constitutional conference.
