Verbatim Report of Plenary Proceedings: Presentation of Draft Bill Provisions on - Chapters Seventeen and Eighteen

This report documents discussions on the presentation of chapters 17 and 18 of the draft bill dealing respectively with constitutional commissions and amendments. Among the issues which the presentation on constitutional commissions examines and makes recommendations on are; the structure and types of commissions and attached institutions, as well as the roles and functions thereof. The second part of the presentation, which informs the discussion on chapter 17, examines and makes recommendations on the question of how and when to make amendments to the constitution.
