Verbatim Report of Plenary Proceedings: Presentation of Draft Bill-Chapter Twelve, Environment and Natural Resources
This report documents discussions on the presentation of chapter 12 of the draft bill on the Environment and Natural Resources. The presentation starts by drawing the correlationn between the chapter on Land and the chapter on Environment and Natural Resources. Drawing examples and comparisons from practices in other countries such as Brazil, South Africa, Uganda, Namibia, Malawi, Thailand and India, the paper analyses why the environment should be a a matter of constitutional significance. The part on Natural Resources examines the different natural resources on the territory with a focus how to draw from comparative experiences for better management and control. The Commissioners also looked at some principles which should guide all administrative and judicial decisions on the environment and natural resources.
