This document, presented here in Spanish, is the advice of the specialist Antonio Elizalde to the Constituent Assembly. He asks the question: It is actually possible to have a universal model of development that attends to the well-being of all human beings?  He discusses issues such as poverty, sustainable change, climate change, natural resources, the United Nations, NATO, trade, and abasement, and he comments on the trends of development in the world.
