This document, presented here in Spanish, is a proposal to the Constituent Assembly for the new Constitution by the Youth Leaders of the New Millennium Program.  Included are sections on the context of the experience, the exclusion of youth, human rights, youth and adolescence, participation, model of the State, organization of power, international relations, model of development, and sustainability.
