This document, from the Constituent Assembly, presented here in Spanish, details how Ecuador, Latin America, the Caribbean, Asia and Africa have been a fountain of wealth for the construction and progress of Europe, and that Europe has been one of the continents with the most immigrants and refugees, and is one of the principal migratory destinations.  The document details how the Constituent Assembly resolves to condemn the approval of the Return Policy, approved by the European Parliament, which they see as a measure of criminalization, discrimination and xenophobia.
