Report of the Rapporteur-General to the NCC on the Draft Bill to Alter the Constitution. The first of three reports from a quartet of meetings generally known in Kenyan constitutional parlance as the Bomas, it documents proceedings of the general debate during the first meeting - known as BOMAS I- held between April 28-June 6, 2003 at Bomas of Kenya. It is presented in four parts - each dealing with seperate issues as follows: the format and conduct of conference proceeedings; general assessment of issues in general debate; detailed annotation of issues in general debate; and a tentative agenda for Technical Working Committees.
