National Constitutional Conference Documents, The Report of the Rapporteur-General to the National Constitutional Conference

This is a report of the Rapporteur-General to the NCC on the General Debate on the Draft Bill to Alter the Constitution. It summarises the proceedings of the NCC at the conclusion of the General Debate on the Commission's Main Report and Dratf Bill to alter the cocntitution which was tabled for discussion on 6 May 2003. The report is presented in four parts dealing with Format and and conduct of Conference Proceedings(I); General assesment and issues in general debate(II); Detailed annotation of issues in general debate(III), and; a Tentative calendar for Technical Working Committees(IV).
