The Final Report of Technical Working Group “m” on Culture

This Report summarises the deliberations and discussions of the Technical Working Committee on
the Culture. It contains the issues emerging from the debate on the Draft Bill to amend the
Constitution and the accompanying Commission Main Report on Culture. Recognising the importance of culture, the report notes that there was no chapter on culture in the draft bill. It then provides recommendations and specific proposals on the incorporation of culture under chapter four of the constitution. The proposed chapter on culture in the report contains provisions relating to the following; the significance of culture; cultural principles, development, eexpression, conservation and transmission. The chapter also makes provision for representation of the communities and peoples of Kenya in parliament; an African Traditional Court System and the establishment of National Commission of Culture.
