The Final Report of Technical Working Group “d” on the Executive

This report provides a comprehensive insight into the work of the Technical Working Group D on the Eexecutive. The focus is on articles 148 – 183, Chapter 8 of the Draft Bill which is concerened with this arm of the government, its composition and fumctions. It concludes with the committee´s decisions and technical recommendations calling, inter alia, for; the retention of the presidential system; horizontal devolution of power in order to strengthen other institutions like parliament, the civil service and the judiciary. The report also expresses the desirability of a parliamentary system with a parliament that determines its legislative calendar and vets all presidential appointments; and proposes the sharing of executive power between the President and the Prime Minister.
