The Final Report of Technical Working Group “b” on Citizenship and the Bill of Rights
This report provides a comprehensive insight into the work of the Technical Working Group B relating to chapters four and five of the Draft Bill on Citizenship and The Bill of
Rights respectively. The report also notes the shortcomings of the constitution under revision, which - while providing for fundamental rights and human freedoms in its chapter five - is essentially limited in terms of the types of rights protected as well as the range of those bound by the duties associated with those rights and, further, provide for a large number of exceptions to the rights. It concludes with the committee´s decisions and technical recommendations on how the limitations(in the draft bill, main report and current constitution) can be addressed within the Bill of Rights provision in the new Constitution.
