Ethnicity and the 1990 Constitution

In the paper Ghai gives a description of the Nepalese constitution of 1990 and specifically how it deals with the ethnic issue in the country, for example group rights such as reserved seats in the legislature, affirmative action to promote their participation in educational institutions and public services, and the protection of their languages and culture.
