Dialogo De Espertos Internacionales Con Asembleistas: Luis Pasara

This document, presented here in Spanish, is a report of the advice of specialist Luis Pásara, as given to the Constituent Assembly.  It states that one of the big challenges for the State to achieve is the citizens' access to justice.  To achieve this, one must eliminate various barriers, including cultural, territorial, economic, and social barriers, as well as the lawyer as a barrier.  Also included are topics such as, who administers justice?, independence is impartiality, professionalization, efficiency, and relations between the areas that administer justice.
