This document is a report, presented here in Spanish, in which the Constituent Assembly receives advice from the specialist Helge Ryggvik, a Norwegian economic historian.  Included are the topics: what's important isn't to redact laws, but to apply them; institutional power; the value of nature is more important than the value of petroleum; extraction in a clean manner; the income is for the country, not for the companies; and the creation of a petroleum fund.
