Dialogo De Espertos Internacionales Con Asembleistas: Antonio Embid

This document, presented here in Spanish, is the report of the meeting in which the advice of the specialist Antonio Embid is given to the Constituent Assembly.  It involves the debate of Table 4, "Land Use Planning and Allocation of Responsibilities", which discussed the matrix of decentralization and the responsibilities of education.  The Assembly Members conferred that education is a strategic issue that should be managed by the State.  They also concluded that there are certain aspects that could be managed at a local level.  The debate centered around determining which responsibilities of education should be managed by the government and which should be decentralized to local governments.
