Declaration of Backward Society Education (BASE)

This document was created by the participants of Civil Participation in Constitution Making Process Support Programme, and addresses the issue of the rights of all marginalized communities in Nepal.  Statements are included by the Committee on Fundamental Rights and Directing Principles, the Committee on Protection of the Rights of Minorities and Marginalized Groups, the Committee on Restructuring of the State and Distribution of the State Power, the Committee to Decide the Forms of Legislative Body, the Committee on Determination of Forms of Governance of the State, the Committee on Judicial System, the Committee to Decide on the Structure of the Constitutional Bodies, the Committee on the Division of Natural Resources, Financial Rights and Public Revenue, the Committee to Decide on the Basis for Cultural and Social Commitments, and the Committee on Preservation of the National Interest.
