ကန့်သတ်မှုဆိုင်ရာပြဋ္ဌာန်းချက်တစ်ရပ်သည် ဖွဲ့စည်းပုံအခြေခံဥပဒေဆိုင်ရာပြဋ္ဌာန်းချက်တစ်ရပ်ဖြစ်ပြီး ဖွဲ့စည်းပုံအခြေခံဥပဒေအရ အကာအကွယ်ပေးထားသောအခွင့်အရေးများကို ဒီမိုကရေစီနည်းကျ လျော်ကန်သောရည်ရွယ်ချက်များအတွက် အတိုင်းအတာတစ်ခုအထိ တစ်စိတ်တစ်ပိုင်း ကန့်သတ်ခြင်းဖြစ်သည်။ ကန့်သတ်မှုဆိုင်ရာပြဋ္ဌာန်းချက်သည် ရည်ရွယ်ချက်ကြောင့်ဖြစ်စေ၊ သဘောသဘာဝကြောင့်ဖြစ်စေ၊ အတိုင်းအတာကြောင့်ဖြစ်စေ ဒီမိုကရေစီကိုအန္တရာယ်ဖြစ်စေနိုင်သော အခွင့်အရေးများအပေါ် အလွန်အကျွံကန့်သတ်ချက်များအား တားမြစ်ရန်လည်းကြိုးပမ်းသည်။
International IDEA မှ ထုတ်ဝေလျက်ရှိသော “ဖွဲ့စည်းပုံအခြေခံဥပဒေ တည်ဆောက်ခြင်း” စာတမ်းများကို နိုင်ငံတစ်ဝှမ်းဖွဲ့စည်းပုံအခြေခံဥပဒေတည်ဆောက်ရေး သို့မဟုတ် ဖွဲ့စည်းပုံအခြေခံဥပဒေ ပြုပြင်ပြောင်းလဲရေးအတွက် ကောင်းမွန်သောဆုံးဖြတ်ချက်များ ချမှတ်နိုင်ရေးအတွက် ရည်ရွယ်ရေးသားထုတ်ဝေသည်။ နိုင်ငံရေးပါတီများ၊ အရပ်ဖက်အဖွဲ့အစည်းများ၊ အစိုးရဝန်ထမ်းများ၊ လွှတ်တော်ဥပဒေပြုသူများ၊ နိုင်ငံသားများအတွက် အထောက်အပံ့ဖြစ်စေမည် ဖြစ်သည်။

A limitation clause enables constitutional rights to be partially limited, to a specified extent and for certain limited and democratically justifiable purposes, while prohibiting restrictions that are harmful to democracy by reason on their purpose, nature or extent.
