<p><i>Zanzibar has consistently defended her autonomy within its
union with Tanzania and up until now, the legislative realm was one area where
it has been successful in doing so. With the constitutional review process at
its final stage, however, the 2013 </i><a href="http://www.parliament.go.tz/assets/uploads/files/ab5c8-Bill-No-4-2013.pdf"><i>Referendum
Act</i></a><i> of Tanzania was recently tabled for adoption in the House
of Representatives in Zanzibar. The debate this single Act evoked evidences how
sensitive the question of Zanzibar’s autonomy remains, and reinforces concerns
about the popular legitimacy of the constitutional review process. </i></p>
