Tunisian President says Constitution not being implemented effectively

Tunisian President Beji Caid Essebsi said on Tuesday that the constitution has been implemented ineffectually because institutions have been implemented ineffectually. In particular Essebsi noted that the Constitutional Court, have not been established yet.
