<p>Nepal’s Constituent Assembly has been disbanded after failing to adopt a new constitution by the May 27 deadline. <a title="Hectic parleys make no headway" href="http://www.ekantipur.com/the-kathmandu-post/2012/05/26/top-story/hectic-parleys-make-no-headway/235314.html">At issue has been the identity of the federal units of the new federal state</a> – whether a single ethnic identity-based federalism or a multiple ethnic identity-based federalism. The Maoist wanted a federal structure with multiple identity–based units provided that the dominant ethnic group within each state retains priority rights.
