Malta publishes constitutional amendment allowing citizens abroad to vote

Bills to amend the Constitution and the General Elections Act were published in the Government Gazette yesterday. The main purpose of both bills is to allow certain persons residing abroad to continue to be registered as voters, exempting them from the residence requirements in article 57 of the Constitution. [ . . . ] Both bills to amend the Constitution list the categories of people who may be granted exemptions from the residence requirements to be eligible to vote. They include those who are working, studying or receiving medical treatment abroad, but the text prepared by the government also includes persons serving abroad in the interest of any voluntary, religious or charitable organisation established in Malta.
