Libyan Prime Minister proposes ceasefire, amnesty, reconciliation and constitutional reforms

<P>A British newspaper, <A title="Exclusive: Battered Libya sues for peace" href="http://www.independent.co.uk/news/world/africa/exclusive-battered-libya-sues-for-peace-2289133.html">The Independent</A>, has obtained a leaked copy of a letter written by Libya’s Prime Minister Al-Baghdadi al-Mahmoudi which is being sent to a number of international leaders. This letter, according to the paper, proposes an immediate ceasefire monitored by the African Union and the UN. It also speaks of opening negotiations with the opposition, amnesty for both sides, and a new constitution, but makes no mention of Colonel Gaddafi’s role in the future government.
