Hong Kong political leaders debate whether constitutional system allows bypassing elections

Refusing to back down even in the face of sustained resistance from within his own camp, former Hong Kong chief executive Leung Chun-ying has again insisted that people be aware of the option of selecting the city’s next leader without going through the usual electoral process. In an exclusive interview with the Post just hours after current Chief Executive Carrie Lam Cheng Yuet-ngor publicly dismissed his suggestion for the second time, Leung continued to maintain that Article 45 of the Basic Law allowed for the chief executive to be selected via consultation rather than an election, with no need for legal changes. [ . . . ] Earlier in the day, Leung’s successor, Lam, had doubled down on her assertion that the city’s mini-constitution would need to be amended to allow for the chief executive to be chosen without an election.
