<p>This paper is designed to make an objective assessment of the 1990 constitution in its historical perspective, to analyze the ideas and issues that dominated the political scene of Nepal while drafting the constitution, and to point out the major departures from the past. It also explains the implementation aspects of the constitution focusing mainly on the lessons to be learnt from the two general elections and the functioning of the six consecutive governments. Finally, an attempt has been made to recommend a few suggestions for the better implementation of the constitution, so as to fulfill the aspirations of the people.<span style="font-size: 1em; line-height: 1.5em;"> </span></p><p align="left"><b>Historical Background:</b></p>
