Absolute Veto
Under some constitutions, legislation is subject to an absolute veto. In some constitutions, an absolute veto may only be used in certain areas; in others, it may apply to all legislation. Where an absolute veto exists, the legislature cannot save the vetoed legislation, even with complete consensus. This arrangement represents a significant constraint on legislative power.
