Submission by African National Congress (ANC) concerning the Electoral Commission. The document displays the guiding principles, considered relevant by ANC, to the debate on the establishment of a South African Electoral Commission. ANC argues that the South African state should be a democratic constitutional state and that an Electoral Commission is needed. According to ANC, the Commission should be governed by the following principles: independence, impartiality, efficiency and effectiveness, professionalism and transparency.
