Japan's ruling coalition and two opposition parties on Friday submitted a bill to revise the law on referendums for amending the Constitution, ahead of a possible first national vote to alter the supreme law. [ . . . ] The revisions would allow ballots on remote islands to be counted locally when it is not possible to transport them and relax requirements for appointing polling station observers amid people shortages. It would also permit broadcasts on proposed amendments on FM radio following the transition to FM from AM broadcasting.
The bill does not include regulations on parties' TV or online advertising campaigns in referendums or on campaign funding -- issues the opposition Centrist Reform Alliance has said must be discussed as a condition for it participating in deliberations in the lower house's Commission on the Constitution.
