In Armenia, debate over constitutional reform includes preamble

Prime Minister Nikol Pashinian has signaled that he is in no rush to try to enact a new Armenian constitution demanded by Azerbaijan. Pashinian first called for such a constitutional change in January, saying that it must reflect the “new geopolitical environment” in the region. Analysts believe that he first and foremost wants to scrap a preamble to the current constitution which makes an indirect reference to a 1989 declaration on Armenia’s unification with Nagorno-Karabakh and calls for international recognition of the 1915 Armenian genocide in Ottoman Turkey.
