Decree the Convening of the Constitutional Loya Jirga

Decree on July 15th, 2003 convening the Constitutional Loya Jirga - the key Afghan institution created to oversee the constitution building process. The decree establishes, amongst others,  its working procedure, composition, criteria and procedure for election, election of members by women, refugees, IDPs, Kuchis, Hindus and Sikhs, selected members, organization and security of elections, and the Executive Committee.
