Submission by the Democratic Party for Block 2 (Phase 1) Theme Committee 3 on national and provincial legislative and executive competences. The submission deals with devolution of power, distribution of power, defence against tyranny and accommodation of pluralism. The DP believes in devolution and decentralisation of power. Allocation of the powers of national and provincial governments is dealt with in particular. The functions of the senate and local government are also discussed.
