Recommendations of Commission on Provincial Government (CPG) regarding Public Administration

This document displays the opinions of the CPG on the clauses of 171-173 relating to the public administration. CPG has the opinion that a clear distinction should be made between Public Administration, which is a generic term for the activities pertaining to the administrative arm of government, and the Public Service, which includes the body of persons employed by the national government and provincial governments and the structures in which the are employed. According to their views, such a distinction should help to give greater precision in the drafting of the relevant text. Moreover, CPG supports the inclusion o general guidelines for public administration at all levels of government in the Constitution.
