Verbatim Report of Plenary Proceedings: Presentation of Report-Chapter Fourteen, Public Service

This report documents discussions on the presentation of chapter 14 of the draft bill dealing with public service. The presentation focuses on the mandate of the Commission in accordance with the Review Act Chapter 3A of the Laws of Kenya, the general principles considered in preparations of the Draft Bill especially those concerning provisions relating to public service. A comparison of these principles is then made with other Constitutions as well as the provisions of the 1963 Constitution. The paper then examines- with reference to the draft constitution-the expectations gathered from the Kenyan People during the commissioners´ consultations, on how the public service should be constituted an managed.
