Verbatim Report of Plenary Proceedings: Presentation of Draft Bill-Chapter Seven, the Legislature

This report documents the chapter by chapter discussions on the presentation of the draft bill to the National Constitutional Conference. it focuse on the proceedings on chapter seven of the bill covering the Legislature. The presentations covered in the report look at comparative approaches to the allocation and distribution of legislative prerogatives. Key models examined are the bi-cameral and uni cameral structures, and how they work in different systems. It also looks at suggestions of best practices within the different systems that can be used to inform the allocation of law - making powers in the Kenyan context. Taking into consideration the need to give effect to the principle of seperation of powers, it also examines at the relationship between the legislature, executive and the judicature and, the horizontal distribution of powers between these three governmental organs. The report also touches on the issue of vertical devolution of powers within the legislative structure.
