A Memorandum of the Catholic Bishops of Uganda to the Uganda Constitutional Commission

Submission by the Catholic Bishops of Uganda to the Uganda Constitutional Commission regarding the constitution building process. The document displays a discussion concerning the root-causes of Uganda’s political instability. Two fundamental root-causes are identified as institutionalized injustice and lack of respect for the rule of law and for the constitution. Recommendations to eliminate the roots of instability and safeguard the constitution are presented. It is argued that fundamental human rights and freedoms of individuals and groups must be the core and basis of the new constitution. The recommendations concern the nation-building process, cultural values and national language, citizenship, duties of citizens individually and in groups, human rights and freedoms of individuals and groups, and forms of government.
