Preparations for the October 2000 local elections dominated the Albanian political scene during the past few months. Although circumstances have changed dramatically since the 1996 electio and political passions have dissipated, friction still exists between the two main political camps, the ruling Socialist Party (SP) and DP, the largest opposition party.
