The Spanish government, led by Prime Minister Pedro Sánchez, has taken initial steps towards reforming the Constitution to include explicit protection for access to abortion. The proposal, approved by the Council of Ministers, would modify Article 43, which currently establishes the right to health protection. Under the plan, access to abortion would be formally recognised within Spain’s constitutional framework, reinforcing existing legislation and limiting the scope for future restrictions. The measure forms part of a broader effort by the government to consolidate social rights through constitutional guarantees. Any amendment to the Constitution requires a three-fifths majority in both the Congress of Deputies and the Senate, meaning the proposal will depend on support beyond the governing coalition. Without cross-party backing, the reform cannot proceed.
