Iraq’s Supreme Judicial Council President, Judge Faiq Zidan, emphasized the importance of adhering to the constitutional timelines for the upcoming parliamentary elections, warning that holding elections earlier than the legally defined period would constitute a constitutional violation.
In a detailed legal statement, Judge Zidan highlighted that the peaceful transfer of power through the ballot box every four years, as stipulated by the constitution, remains one of Iraq’s most significant democratic achievements since 2003. He reaffirmed that Iraq’s political system, as defined in Article 1 of the Constitution, is republican and parliamentary — making the Council of Representatives the foundation of government formation under Article 49.
Zidan explained that the Iraqi Constitution and Law No. 31 of 2019 (amended), governing the Independent High Electoral Commission, clearly outline the mechanisms for organizing elections and ensuring constitutional transitions of power that respect the people’s will and preserve political stability.
