Explanatory Memorandum, First Version, Draft Electoral Bill, 28 September 1993

The Bill has been drafted to cover the electoral arrangements for the first election, that is for the election of the Constitutional Assembly and other legislatures. Accordingly it has been drafted as to be in accordance with the provisions of the Independent Electoral Commission Act. The document also contains the first version of the draft Electoral Bill by the Technical Committee on the Electoral Bill.
